TRANSPORTATION:
How would you alleviate traffic congestion and improve traffic flow in Lafayette? Do you support the Johnston Street redesign? Why or why not? What is your vision for public transportation in Lafayette?

Road widening, new roads, road overlays and expansion are necessary. In lieu of the dollars needed for these construction projects, roundabouts in many areas would increase traffic flow. In the future we may have to take more local responsibility for our infrastructure.
I support the Johnston redesign, but it has to be driven by the stakeholders. We have tremendous growth in the south of Lafayette and with the widening of Verot School Rd., the extension of Ambassador Caffery South, and the South College extension and Bridge, we already see a great deal of the retail and services migrating southward.
I would like to investigate regional transit with all the government and quasi-governmental agencies and groups involved. Several entities already provide transportation service. How might these entities work together to create a system to maximize rider-ship and provide better services? I see the possiblitly for light rail in some areas one day.
I think in the future we may also see a Regional Mobility Authority to handle these needs.

My main concern is find funding for 5 lane Kali Saloom and Verot School Rd. These two roads cause lot of traffick flow. We can fund half and obtain matching fund from State, since they are State Hwy. We can use some of the surplus money from LUS. Johnsston Street redsign will take up lot of property, which will cause parking problem, will also have a tax increase, in general Lafayette citizen are fed up with taxes.

HOUSING AND GROWTH:
Will you support funding as required by state law for the Lafayette in a Century (LINC) Comprehensive Plan for the parish? What does “smart growth” mean to you, and what do you see as its application potential in Lafayette? What is your vision to improve the existing blighted areas in the city of Lafayette?

I am one of the authors of the plan. It should be adopted, implemented and the necessary funding should be allocated. We should begin by putting more planners on board to facilitate the demand placed on our planning department now.
Smart Growth means a common sense approach to building or developing as close to your infrastructure resources as possible to reduce the demand for new infrastructure. There are many elements to Smart Growth. We should understand that some elements will be applicable to our community and some may not.
When the infrastructure, quality of life and education in these areas becomes a high enough priority to implement re-investment into the infrastructure, these areas will see new growth and prosperity. It has to be a priority to happen.

LINC funding should come with in the existing funding. Smart growth means to have the infra structure from the existing revenu. Smart growth will only work in larger developments like River Ranch, all services under one roof.

DRAINAGE AND FLOODING:
In what way can natural drainage be maintained and improved in Lafayette Parish and the construction of subdivisions and commercial sites be restricted to prevent drainage and flood problems in the future? What are your views on impact fees or a similar assessment to address infrastructure stresses resulting from new development?

We should adopt and implement a Comprehensive Drainage Plan for the Parish of Lafayette (See LINC Recommendations). One of the most recent advances from the LINC recommendations has been the Parish Drainage Model. This is the first of its kind and will be put into use in the next 18 months. While some steps are voluntarily being made now, we need to codify by ordinance or stipulate by code how we direct the future of drainage in our Parish.
In my humble opinion the discussion about impact fees should be had, but I feel when it is thoroughly discussed and investigated we will find that the infrastructure cost is such that impact fees would not adequately address the problem. Impact fees are not the panacea.

All drainage canals should be concreted, which will result in faster and natural drainage, drainage canals should be well maintain, small culverts should be replaced by larger ones, that will eliminate the flodding in the neighbors, need more green area in new developments. Commercial sites with proper drainage planning should be allowed. Impact fees drives up the cost of developments, not a good idea.

ENVIRONMENT:
What is your vision for creating additional public parks and green spaces in the city and parish of Lafayette? What would you do with the UL-Lafayette horse farm property? Would you support clean up of existing waste sites that would be impacted by planned public works projects? For example, if hazardous wastes lay buried in the path of a proposed road, what remediation would you support?

I am all for it, however we should have the discussion of initial cost, the future cost of maintenance and who will pay to maintain these areas. In many areas of the country it is a joint effort between the Public and Private sector because municipalities cannot afford to keep taxes low and maintain parks. There are partnerships I would be glad to discuss with groups like Big Brother-Big Sister, the YMCA and others.
I would make the horse farm a Heritage Park and Natural area to be enjoyed by all, if I had the money.
I would clean up existing waste sites. DEQ has a remediation process in effect which traces ownership and cleanup. The problem is always how to collect the money needed to mediate the problem. In some cases, the remediation becomes part of a project's cost.

I am all for publick parks where ever needed, golf cources loose money, it should be in private sectors. UL-Horse Farm property should be converted to a modern park, we should not pay for it, it belongs to the citizens of the State. Removed with existing tax base.

DISASTER PLANNING:
How would you ensure that timely communication is maintained between Lafayette Parish citizens, emergency help agencies, and sanitation removal companies during power outages and the days following during recovery? If the evacuation of Lafayette is ordered in the face of a natural disaster such as a major hurricane, how can the city help its needy, elderly, nursing home and bed-bound people, and those without a means of transportation evacuate? What else should be considered?

I would hope that our Fiber network will aid in the assurance of good communications in an emergency or disaster.
The first line of defense in case of evacuation is the families of those who are in these facilities. Most of the Assisted Living and Long Term Care facilities I am familiar with in Lafayette have plans which include transportation of patients and necessary supplies and equipment to transport those residents to other facilities. This city has always availed itself in a support role and so has the private carriers like Acadian Ambulance and others.

First we need feeder roads along the side of the highways, which will take care of traffick congetions, pretrained voulntiers should be on hand in every neighbourhood. School buses and publick transportaion should be used to assist elderly, disables. Sanitions removal should be organized with private and publick sectors, working together.

SOCIAL ISSUES:
The hospitals and emergency care units seem congregated in mid-city or on the south side of Lafayette. What vision do you have to help the residents of the north side of Lafayette attain emergency medical assistance more quickly? The attempt to rename Willow Street to Martin Luther King Drive generated a lot of controversy. Since hindsight is 20/20, how would you have handled the situation? What lessons can you take forward that will benefit your tenure on the Council?

I see clinics being utilized more in the future and hospitals used less for non-emergency needs all over the city and parish, including North Lafayette. In time with the growth in North Lafayette, the private sector may see fit to open such a facility.
Having not been part of the MLK controversy, it is hard to criticize or commend what took place, but it is safe to say that some negotiations do not come easily in Lafayette. Open dialogue all the time, should be part of the community discourse. Consensus which comes from open and orderly dialogue is the democratic process.
No man is an island. It takes effort from everyone to move our community forward. Each person in the community is of value, and although we may not always see the outcome we want, I would hope that consensus from a democratic process would be possible. We have to work together.

As one may know the hospitals are non profit organization for profit, they are tax exempt, they don’t pay property taxes but yet enjoy all the services city offers, it is very possible that it will not be profitable for them to operate. I would encourage more walk in clinicks in the north parts. Some times it is very important to give a little and take a little, peace and harmony in the city is one of the essential fiber for healthy community. No nonsence in the government, no waste, integrity, service above self and experience in the private industry, which would benifet the city, will donate my salary back to the community. Want to be a Voulnteer in true sence, will give and not recive. Simply do what is right for my community.
