TRANSPORTATION:
How would you alleviate traffic congestion and improve traffic flow in Lafayette? Do you support the Johnston Street redesign? Why or why not? What is your vision for public transportation in Lafayette?

One of our main priorities should be a loop around Laf. – it would greatly improve congestion and traffic flow. Working w/our rep. & sen. To have our state rds. widened.

I would have to look more into the Johnston St. redesign. At this time there are many other priorities to deal w/first.

I believe public trans. should be expanded thru out the parish by working w/the surrounding cities.

Some of our major intersections need to be widening to 4 lanes, add turning lanes so traffic at intersections would move more effectively. A loop around Lafayette would help solve through traffic congestions. Johnston St. I don’t have all the details at this time would need to study new designs to see what the effect would be on the following issues 1-Where would the funding come from. 2- How would it effect the current business and property owners 3- How would it effect traffic flow.

Public Transportation needs to be expanded through out Lafayette parish to include Broussard, Youngsville, Milton, Duson, Scott and Carencro.

Traffic congestion and flow are primary topics in District 9.  We must make decisions that will allow people to get to work or businesses in a timely manner.  Widening roads like Verot School Road would be positive.  We must ask our state legislators to secure funding for the widening of Kaliste Saloom Rd, E. Broussard Rd, and Verot School Rd. in a timelier manner.  The Johnston St. redesign has many people for and against this proposal.  More information is needed.

HOUSING AND GROWTH:
Will you support funding as required by state law for the Lafayette in a Century (LINC) Comprehensive Plan for the parish? What does “smart growth” mean to you, and what do you see as its application potential in Lafayette? What is your vision to improve the existing blighted areas in the city of Lafayette?

Yes I would support LINC. Smart Growth is having the infrastructure in place before – this will help to alleviate some of our traffic problems.

Existing blighted areas are covered by ordinances already. They need to be enforced.

Linc: Yes

Smart Growth is good it combines residence and businesses to utilize space to the maximum for the betterment of everyone.

Blight in our area: Forming a committee to work with local residence in areas to help improve their quality of everyday life. Along with full cooperation of police, parks & recreation and transportation.

There is no doubt that growing the community up instead of outward has many talking.  Smart Growth should be analyzed.  As in business, communities must prepare for the future and have a viable plan for success.  If LINC provides an avenue to success, then it should be considered.

DRAINAGE AND FLOODING:
In what way can natural drainage be maintained and improved in Lafayette Parish and the construction of subdivisions and commercial sites be restricted to prevent drainage and flood problems in the future? What are your views on impact fees or a similar assessment to address infrastructure stresses resulting from new development?

Natural drainage needs to be maintained, which at present it is lacking. Our main problem is the Vermillion River – all of our water is dumped into it. It hasn’t been dredged since the 1950’s. Until it is the water will continue to back up during long & heavy rains.

I am against impact fees, because they will just be passed on to the consumer.

Natural Drainage & Flooding: Developers need to make sure drainage is adequate. Whether it is retention ponds or natural drainage ditches. Consolidated government should be responsible for making sure drainage ditches adjacent to new construction and existing subdivisions have proper flow.

Impact Fees: I am open to ideas and solutions to solve stress on infrastructure resulting from new developments providing it is not a temporary fix.

 

If the Parish of Lafayette is unable to maintain aspects to drainage, then the Parish should contract with private companies to complete this responsibility, if funds allow the Parish to proceed in that direction.  Impact fees have positives and negatives on both sides of this issue.  This needs more input from all segments of our community!

ENVIRONMENT:
What is your vision for creating additional public parks and green spaces in the city and parish of Lafayette? What would you do with the UL-Lafayette horse farm property? Would you support clean up of existing waste sites that would be impacted by planned public works projects? For example, if hazardous wastes lay buried in the path of a proposed road, what remediation would you support?

I would like to see more public parks & green spaces – the UL-Laf. Horse Farm prop. would make a great park.

Yes I would support clean up of waste sites. I would find out who is responsible for the waste site & have it cleaned @ their expense.

Public Parks and Green Spaces: Requiring developers to create more green spaces and Parks in new subdivisions.

UL-Horse Farm: Some of the property could be used as a home and training facility for Lafayette horse patrol along with our canine training. Could also be used as fairground for all the different festival and holidays. We could also consider an outside theater for concerts.

Hazardous waste needs to be removed and disposed of property.

I am a believer in a clean environment.  Clean up of hazardous sites should be the responsibility of those who contributed in making a particular site hazardous.  I am a BYYA coach, so I believe in parks and recreation, but vital projects must be addressed first.  Information is needed for the horse farm topic.

DISASTER PLANNING:
How would you ensure that timely communication is maintained between Lafayette Parish citizens, emergency help agencies, and sanitation removal companies during power outages and the days following during recovery? If the evacuation of Lafayette is ordered in the face of a natural disaster such as a major hurricane, how can the city help its needy, elderly, nursing home and bed-bound people, and those without a means of transportation evacuate? What else should be considered?

All emerg. agency’s would all have radios & satellite phones to ensure uniterupted communications.

If evacuation is ordered I would use the City & School buses to transport people.

Communications: Disaster Plans should be in place to educate the public prior to a disaster. Hurricane handout booklets are already available with all necessary information.

Evacuation: we can furnish School buses, city buses, fire dept, police dept and local ambulance service. We could also use our local army and national guards.

There is no doubt that having a plan to deal with disasters is necessary and vital.  We should have all learned something from the Katrina debacle.  However, we, Lafayette as a community, handled its share of responsibility during the evacuations as a result of Hurricanes Katrina and Rita admirably.  Thankfully we were not directly hit by those storms as other communities were; therefore our preparedness for such events was not tested.  Surely we learned something from those events.  Meeting with The City/Parish Administration, Sheriff Newstrom, Bill Vincent of EOC, Mike Mouton, LUS Director Terry Huval, Chief Craft of the Laf. P.D, and Fire Chief Benoit and understanding their current procedures and policies would be a good start.  Evacuation plans should also be reviewed with informed professionals such as Mr. Bill Fontenot with La. DOTD and Lafayette Department of Traffic and Transportation Tony Tramel.

SOCIAL ISSUES:
The hospitals and emergency care units seem congregated in mid-city or on the south side of Lafayette. What vision do you have to help the residents of the north side of Lafayette attain emergency medical assistance more quickly? The attempt to rename Willow Street to Martin Luther King Drive generated a lot of controversy. Since hindsight is 20/20, how would you have handled the situation? What lessons can you take forward that will benefit your tenure on the Council?

I would work w/Acadian Ambulance to have more sub-stations on the north side & try to get the hospitals to open up  more walk-in clinics.

I would have tried to reach an amicable conclusion.

After working 31 yrs. w/the city of laf. I know the problems of the employees. I know you have to treat them fairly. I also know that the council is “hired” by the people & are supposed to work for them, not the reverse. All citizens should be given a chance to speak & the council should “listen” to them.

Northside Medical: Work with local hospitals for satellite offices and more 1st responder locations.

Renaming Willow St.: All parties involved should have meet sooner and come to an agreement, too much controversy for too long.

Lesson Learned: all questions have an answer, all saying have a meaning. Some people want to be heard. All problems have a solution. Last but not least sometimes it is better to listen instead of speaking.

From what is understand, there is talk of a Hospital being built in North Lafayette. In addition, the local Government has opened a Health unit on Willow Street.
