DISASTER PLANNING: Federal responses notwithstanding, what does the State Legislature need to do to be sure our state is prepared and coordinated for a major natural or man-made disaster?

The primary function of government, in my opinion, is to offer a safe environment to its citizens.  On the federal level, it’s to protect and defend our shores.  The same is true on the state level.  I would like to put together a task force of the State Police, the Attorney General’s office, sheriffs and other law enforcement officials who can work with federal officials to develop the best game plan possible.  These are the experts, let’s let them do their jobs.

HOME INSURANCE: What can the State Legislature do to assist Louisiana’s citizens obtain affordable home insurance that covers a natural or man-made disaster?

A wise man once said the only thing worse than having to deal with an insurance company is…not having an insurance company to deal with.  We MUST have available and affordable property insurance in the Gulf South but the solutions MUST be free market solutions, not government mandates.  Recent changes in insurance law enacted by the 2007 Legislature are a good first step.  However, we must monitor these changes and make sure competition is enhanced and not thwarted.

HEALTH CARE AND INSURANCE: What is your position on maintaining the state hospital system? What is your vision to assist the large number of citizens who cannot afford health and prescription insurance?

Again, I believe free-market solutions are important to offering citizens the best choices and the best prices for all commodities.  The same is true for health insurance.  Currently, there are more than 200 mandated coverages required of insurers in Louisiana.  These mandates raise the costs of coverage and reduce the availability for low income customers.  Encouraging competition among hospitals, health care providers and insurance companies will lower costs and offer more options to all our citizens.

WOMEN’S RIGHT: What is your position on the equal pay (for the same job) for women initiative?

Current federal and state law protects individuals from discrimination based on race and sex.  I fully support these laws and will continue to support such law.

TAX BREAKS/VOUCHERS FOR PRIVATE SCHOOLS: What is your position on giving state financial aid (tax reductions or vouchers) to families who send their children to private schools?

I fully support allowing some type of choice system for parents who are forced to put their children in failing school systems.  I simply cannot see how any legislator could support forcing parents to continue sending children to schools that are far below any modern standard of learning?

ETHICS: Will you support full disclosure of all income, whether it comes from private resources or from individuals or from PACs, lobbyists, or other special interest groups, for every member of the Legislature? This would include in-kind benefits such as meals, travel, etc., even a cup of coffee. Please explain your answer.

I fully support ethics reforms that require all elected officials to reveal all sources of income and report such income, especially that received from government entities.  I especially support including such appointed officials as the Inspector General, the head of the Ethics Board and the State Auditor in such programs.
