| DISASTER PLANNING: Federal responses notwithstanding, what does the State Legislature need to do to be sure our state is prepared and coordinated for a major natural or man-made disaster? |
Communications is the key element as well as the most difficult element to insure during disasters. Continuous communication during a disaster should be a constant goal. The lack of communication and coordination for Hurricane Katrina was detrimental. We need to strive to seek out and deploy the latest tools and technologies that provide for efficient, cost effective, multiple layers of reliable communications.

The first need is to ensure that all first responders regardless of the agency, whether state or local operate with a state-of-the-art, fully-interoperable communications system to ensure that all agencies and departments can coordinate their efforts and have true situational awareness. State government should view the procurement of such a system as a means to drive technological innovation across the state as well as improve disaster response and public safety.
In addition, funding for planning and response simulations should increase and there should be greater transparency in the process so the public will know where to turn and what to do in the event of an actual emergency.

| HOME INSURANCE: What can the State Legislature do to assist Louisiana’s citizens obtain affordable home insurance that covers a natural or man-made disaster? |
Recruit (entice) more insurance companies to write policies in Louisiana. The concept is that if there are more providers of insurance coverage, the premiums should be more affordable due to competition.

The state should make the Citizens Insurance program a comprehensive property and casualty operation that fully competes with privately owned insurance companies. In addition, any company seeking to sell vehicular insurance should be required to also sell homeowners insurance. Competition from the public sector is one way of correcting for the failure of the insurance market with regards to homeowners insurance.
We cannot establish the sound economic footing we need in our district and in our state if we do not have affordable rates and dependable coverage.

| HEALTH CARE AND INSURANCE: What is your position on maintaining the state hospital system? What is your vision to assist the large number of citizens who cannot afford health and prescription insurance? |
We should continue to maintain and support the State hospital system, to eliminate it would be devastating to public health. We should increase the number of community clinics and staff them with medical school graduates who make commitments to serve a set amount of time for forgiveness of their student loan debt.

While what many people still call the Charity Hospital system has, for some, long been a symbol of what is wrong with Louisiana, new facility investments made by the Blanco administration to that system put Louisiana in a better position than many other states to respond to the ongoing crisis. That crisis is fueled by the large number of uninsured adults we have in our state. Improving the LSU Health Science Center hospitals, plus supporting the development of community-based healthcare access points is the best way in which we can respond to our own crisis until new policies emerge at the national level.

| WOMEN’S RIGHT: What is your position on the equal pay (for the same job) for women initiative? |
Equal pay for equal work.

I fully support the effort to establish equal pay for equal work in our state.
Equality before the law is a bedrock principle upon which our country was founded. As we know, the history of the United States can be understood only through the context of a series of segments of our society demanding that our country live up to the ideals that are proclaimed in the Declaration of Independence and the Constitution. So, yes, I support the equal pay initiative because it represents the latest opportunity for us as a people to live up to the proclamations that have inspired us throughout our history.

| TAX BREAKS/VOUCHERS FOR PRIVATE SCHOOLS: What is your position on giving state financial aid (tax reductions or vouchers) to families who send their children to private schools? |
If you cannot afford to send your child to private school, they need not go there.
"I believe that every citizen has an absolute right to a good education”, not a private one subsidized by all taxpayers

I believe that one of the first responsibilities of state government is to ensure that every child has the opportunity to receive a great education. I believe that the best way to accomplish this is to pursue excellence in public education. Diverting public resources to private institutions works against that belief and commitment. I oppose vouchers and/or tax credits for families who send their children to private schools.

I support pilot program for vouchers for student who are achievement gap schools and families who make less than the poverty level. I am willing to look a all programs.

| ETHICS: Will you support full disclosure of all income, whether it comes from private resources or from individuals or from PACs, lobbyists, or other special interest groups, for every member of the Legislature? This would include in-kind benefits such as meals, travel, etc., even a cup of coffee. Please explain your answer. |
Yes, full disclosure is essential in establishing integrity and restoring the people’s faith in government. If a candidate feels uncomfortable disclosing certain information, that may be an indication that candidate has something to hide. The public needs to see glass pockets and open closets

When a person becomes an elected official, you give up certain rights to privacy in exchange for the honor and privilege of serving.
I believe we should require everyone involved in trying to influence public policy to show how he or she did that if the effort involved money, gifts or anything of material value.
There is a clear sense among the public that one reason government does not work for them is that money (or gifts, or campaign contributions) are used to influence the thinking of lawmakers. Completely opening the campaigning and lobbying processes to public scrutiny is a way that we can address those concerns.
